Here we divert your attention to the speed legislation from the Law on Road Traffic Safety of Montenegro:
Article 31
Driver shall be obliged to adjust speed of the vehicle to circumstances, features and conditions on
the road, visibility, layouts, atmosphere conditions, state and load of the vehicle, density of traffic
and other traffic conditions, so as to be able to timely bring the vehicle to a standstill in front of
any obstacle foreseeable under the above mentioned circumstances. Driver shall not be allowed to
slow down the vehicle to the extent, which presents an obstacle to normal traffic.
Article 32
Driver must not operate a vehicle at a speed more than 50 km/h on settlement roads, i.e. at a
speed exceeding the speed allowed by traffic sign posted for the whole or the part of settlement.
Exempt from the paragraph 1 of this Article, movement of vehicle may be allowed at a speed
limit exceeding 50 km/h, but at maximum speed of 80 km/h on a settlement road where traffic
and technical elements make that possible.
On an outside settlement road, a driver must not operate a vehicle at a speed exceeding:
1) 130 km/h on motorways;
2) 100 km/h on roads reserved for motor vehicle traffic;
3) 80 km/h on other roads.
On an outside settlement road, a driver must not operate a vehicle at a speed exceeding the speed
limited by a traffic sign posted on the road.
Article 33
Speed of a motor vehicle must not be limited by a traffic sign, which limits the speed at less than
40 km/h under normal traffic conditions.
Article 34
The following speed limits of motorway vehicles apply to the following vehicles:
1) 80 km/h – for busses and motor vehicle towing lightweight trailers, whose maximum
mass does not exceed 7.500 kg and motor vehicles towing house trailer;
2) 70 km/h – for busses for organized conveyance of children, articulated vehicles without
places to stay, lorries whose maximum mass does not exceed 7.500 kg, trucks with
trailers and lorries conveying hazardous substances;
3) 60 km/h – lorries conveying poison;
4) 50 km/h – for trolley-busses and trailer busses conveying people, city busses, busses and
trolley-busses, which, apart from the built-in seats, also have a place to stay and trucks
conveying groups of people;
5) 30 km/h – for tractors;
6) 20 km/h – for tourist train.
When driving vehicles i.e. motor-powered vehicles referred to in paragraph 1 of this Article,
drivers are also obliged to respect speed limits defined in the paragraph 1 of this Article on the
road, which is allowed, by this Law or a posted traffic sign, for higher speed limits.
Motor vehicles referred to in the items 1, 2, 3 and 4 and trailers referred to in the items 2
and 4 of the paragraph 1 of this Article, registered in Montenegro, except from military
vehicles, must have, on the visible place of the left rear side, a circled yellow sign
rimmed in red with a black number therein, signifying a maximum allowed speed for
those vehicles.
